Crime And Control Models Of Criminal Justice Criminology Essay Throughout this assignment, it will aim to highlight the similarities and differences between the models of the criminal justice system, especially looking at the due process model and the crime control model. These models consist of challenging crime and allowing the right justice to be issued. Briefly, the due process model was designed to make sure individuals had their rights portrayed and that they had a fair trial to defend themselves in court. In contrast, the crime control model was established to try and ensure that weak criminal cases were dealt with quickly and discarded at the earliest opportunity (Packer, 1968). This meant that larger and more important cases would be dealt with leading to a conviction and punishment as soon as possible. Both models are significant to the criminal justice system and play a major role in identifying crimes and interpreting the criminal justice system. The criminal justice system is a complicated system and is constantly changing due to ne w laws and awareness of crimes. The system varies from country to country with the criminal justice being different and having many contrasts with the law by which each country governs and establishes their authority. In England and Wales, the criminal justice system is made up of several agencies including the police, prisons and probation services. These agencies are governed and funded by the government and have to keep to the rules and regulations which the government issues. As these models are only theories from criminologists, this assignment will look into how they could affect the criminal justice system and what advantages or disadvantages they might cause. The criminal justice system is a system which has been set up in response to crime and is made up of a series of agencies which enforce the laws given by a government. In England and Wales, the criminal justice system involves; agencies who enforce the law; the courts system; the penal system; and the crime prevention scheme (Malcolm, D). These are the mains aspects of the criminal justice system which in general try to safeguard people within society and condemn and punishes those individuals who commit crimes. The criminal justice system has many aims and objectives which try to deliver justice in ways to protect the innocent and punish and convict the guilty. The biggest aim is to try and bring offences to justice and reassure the public they are being protected from criminals. They do this through orders of the court, such as collecting fines, and supervising community and custodial punishment (stated http://www.cjsonline.gov.uk/the_cjs/aims_and_objectives/). Many criminologists would agree that the criminal justice system within England and Wales has been effective towards stopping crime and enhancing punishment to those who committed crime. This can be shown through the increase of confidence which the public have identified by studying data from the National Criminal Justice Board (available at http://lcjb.cjsonline.gov.uk/ncjb/perfStats/confidence_e.html) which shows that there has been a 2% increase from March 2008 to June 2009 in the level of confidence among people in England and Wales. This indicates that the criminal justice system is gaining confidence from the public, however it is still a small proportion of people that have confidence, an estimated 39% in June 2009 (National Criminal Justice Board), had confidence that the criminal justice was effective and reliable. As mentioned above, the due process model is the understanding that a person who has come into contact with one of the criminal agencies cannot have their rights rejected without appropriate legal measures. Therefore any individual who is being or has been charged with a crime, they have several rights in which the criminal agencies have to uphold as the individual is protected under human rights which could be said to co-inside and relate to the due process model. Packer (1968) describes the due process model as having less faith in the criminal agencies, such as the police, and believes that among few criminal cases mistakes can happen and additionally, there is a chance of agencies acting corruptly or dishonestly. For that reason, this is why Packer believes this model is useful as it limits the coercive powers of the criminal agencies and if there is an occurrence of any mistake or corruption, an individual has the right to defend them self. Therefore, the main aim of the due pro cess model is to establish a system that an individual is innocent until proven guilty in court (Packer, 1968). Also mentioned above is the crime control model which is a model that Packer (1968) describes as the part of the criminal justice system which condemns individuals for doing an action which is seen as criminal. Packer describes this model as prioritizing in the convictions of individuals who have committed a criminal act and not waiting for the courts to decide. In his theory, Packer believes that this model is concentrated on the conviction and would risk the conviction of innocent people to achieve its goal. The crime control model can therefore be said to be the scheme set to punish people and make a difference towards society in reducing crime and showing the public that by these arrests and convictions, it may show the criminal justice system being effective and beneficial to society. As a result of these two models, which have been analysed and identified, it is possible to link each model together and highlight the similarities and difference which may be involved with each model. Firstly, a comparison that can be made about these models is that they are both essential in tackling crime and trying to reduce crime. Both models try to tackle crime and punish the people who have committed a deviant act. However, both models do this in different ways and how they approach a person who has committed a criminal act is contrasting. For example, the crime control model would say a person is guilty until proven innocent by the courts, whereas the due process model would say that an individual is innocent until proven guilty. Furthermore, there have been several more differences that have been identified compared to similarities which would suggest each model has taken a different approach in tackling crime. A difference which can be noticed is that the due process model believes that policing is the most effective way to tackle crime and it is essential in maintaining justice amongst society. However the crime control model believes that policing has a negative effect on society and more should be done to convict those who have committed crimes and reduce criminal activity. Throughout this assignment, there have been two models which have been identified and analysed through the theories of Packer (1968). However, there are other theorists, such as Michael King (1981), who have studied the criminal justice system and would argue that there were several more models which could make the criminal justice system effective. King (1981) has analysed the criminal system and has published a theory of six models which correspond to Packers theory but King has elaborated on it and argued that Packers work is too simplistic. Kings six models consist of; due process model; crime control model; medical model; bureaucratic model; status passage model; power model. Even though King agrees with Packer, he argues that these six models are essential to the effectiveness of the criminal justice system. Kings third model, which Packer does not include in his theory, is about rehabilitation which highlights that some criminals need treatment for their actions and need to be evaluated and treated in the correct manner to reduce them from conducting further criminal activities. This model is essential in identifying and reducing crime as it tackles the issues why criminals commit crime and how they should be punished depending on the mental ability. Therefore with this example, it shows that Packers theory may lack depth and could be said to be too bard and narrow minded which could lack creditability if put into place. However, Kings models do create some criticisms as it may cause further pressure on the criminal justice system to implement rules and procedures. Overall Kings extended models have highlighted that there are issues with Packers work and the models for the criminal justice system should be enlarged and taken into greater consideration. However, as these are only models and have not been put into place, it cannot be said to be more effective than Packers theory as neither of them have been placed into action. In conclusion to this assignment, there have been several issues raised with the due process and crime control models and how these models could affect the aims of the criminal justice system. As stated above, the due process could be said to be essential to the criminal justice system as many criminologists, such as Packer (1968) and King (1981), agree with the idea that people should have their rights portrayed and given an equal chance to defend themselves through the courts and justice system.

Emily Dickinson's Use of Loss in Poem 67 and Poem 1036 Many of Emily Dickinson's poems touch on topics dealing with loss. While loss is generally considered a sad or unfortunate thing, Dickinson uses this theme to explain and promote the positive aspects of absence. Throughout many of her poems, one can see clearly that she is an advocate of respecting and accepting the state of being without. Dickinson implies that through these types of losses, one can gain a richer and stronger appreciation for both success and belongings. Poems 67 and 1036 are two that capture the extent of Dickinson's feelings on loss. By understanding and comparing these two works, it is easy to recognize that Dickinson believes that possessing neither material possessions nor the joy of success are the real keys to happiness. Poem 67 focuses on a battle that could be considered both literal in the sense of a war, or more symbolic as it could act as the anthem for any type of loss or failure. Lines 1 and 2 of the poem explain that success or winning is most valued by those who never prevail. Dickinson is saying that loss creates the strongest appreciation for a win. The lines 3 and 4 state "To comprehend a nectar/ Requires sorest need." This implies that necessity is the only way in which to understand what you want. Next, in the second stanza, Dickinson uses words that denote an actual battle has taken place by saying: Not one of all the purple Host Who took the flag today Can tell the definition So clear of Victory. She is suggesting that winners cannot value their victory. The final stanza emphasizes the fact that the defeated group understands the meaning of victory when she says that "The distant strains of triumph/ Burst agonized and clear!" Dickinson describes the dying soldiers comprehending the meaning of winning the battle in a way that the victors never will. The reason that the winners can't understand the significance of their victory is that they did not taste defeat. The loss of a battle demonstrates to the unsuccessful how far they are from feeling the exuberation of success. Poem 67, as in line with Dickinson's theme of loss, suggests that being in a losing state, at least sometimes, is better than winning all the time. The deflated feeling of being unsuccessful increases the state of appreciation one has for winning.

Research revealed several different findings among family values, the way things were done and are now done, and the different kinds of old and new world struggles. In Anzia Yezierska's Bread Givers, Sara and her father have different opinions of what the daughters' role should be. Sara believed that she should be able to choose what her life will be, because it is her life. She was assimilated to the new world in this sense. She felt that since she lived in America she should have the right to be free to chose her lifestyle and make it what she wanted. She believed that she should be able to keep some of her hard earned money for herself and that the father should get off his behind and work instead of reading the Torah all day long over and over. Her father believed that he should be able to chose what his daughters and wife did. He wanted them to work and give the money to the family. In the meantime he practiced the Torah. He felt that he should have all the good portions of the meal even though he did not work to provide the meal. This is an example of the new world VS. the old world. There is a definite generational tension over assimilati on, into America and expectations are different for the father from that of the women in the family. Sara's father also feels that he should get to pick the man that his daughters will marry. This is so old world, and Sara is not going to have it. She has watched her sisters who are so unhappy with the husbands that the father picked for them. Her father believes, "No girl can live without a father or a husband to look out for her," "It says in th... ... point of view the story of her life and her experiences. She does a wonderful job of depecting the struggles that she had with her father and the desire to become independent. This book shows us an in depth description of the life of an immigrant and their struggles to fit in and be like all the others. She works through the hard times and makes her life what she wants and fulfills her goal. Problems with Iran :: Iran Economics Allies History Essays

Problems with Iran Iran is a country located in the Middle East. The main source of income for the country is oil, the one object that had greatly influenced its history. Iran's present government is run as an Islamic Republic. A president, cabinet, judicial branch, and Majilesor or legislative branch, makes up the governmental positions. A revolution that overthrew the monarch, which was set in 1930, lasted over 15 years. Crane Brinton's book, An Anatomy of a Revolution, explains set of four steps a country experiences when a revolution occurs. Symptoms, rising fever, crisis, and convalescence are the steps that occur. The Iranian Revolution followed the four steps in Crane Brinton's theory, symptoms, rising fever, crisis, and convalescence occurred. Numerous symptoms led to the crumbling downfall of Reza Shah Pahlavi, ruler of Iran until 1978. One of these symptoms is rising expectations which can be seen during the 1960's and 70's. The rich Shah cleared the way for the land reform law, enacted in 1962. The land minority had to give up its land to the government, and among those stripped of land, were the Shi'ah Muslims. Iran's power structure was radically changed in a program termed the "White Revolution". On January 26, 1963, the White Revolution was endorsed by the nation. By 1971, when land distribution ended, about 2,500,000 families of the farm population benefited from the reforms. From 1960-72 the percentage of owner occupied farmland in Iran rose from 26 to 78 percent. Per capita income rose from $176 in 1960 to $2,500 in 1978. From 1970-77 the gross national product was reported to increase to an annual rate of 7.8% ("Iran" 896). As a result of this thriving economy, the income gap rapidly widened. Exclusive homes, extravagant restaurants, and night clubs and streets loaded with expensive automobiles served as daily reminders of a growing income spread. This created a perfect environment for many conflicts to arise between the classes. Iran's elite class consisted of wealthy land owners, intelligencia, military leaders, politicians, and diplomats. The Elite continued to support the monarchy and the Shah. The peasants were victim of unfulfilled political expectations, surveillance by the secret police, and the severe social and economic problems that resulted from modernization. The middle class favored socialism over capitalism, because capitalism in their view supported the elite, and does not benefit the lower classes. The middle class was the most changeable element in the group, because they enjoyed some of the privileges of the elite, which they would like to protect. At the same time, they believed that they had been cheated by the elite out of their share of the industrialization wealth (Orwin 43).

Political Institutions Essay

Political institutions have been around since nearly all human societies were organized tribally. Over time they have developed into various organizational features and eventually taken the shape they do today. They have proven to be fundamental in virtually all societies worldwide and by being so omnipresent we often take these institutions for granted and do not realize how vital they are for our society. Moreover, because they are so important and play such a big part in our society, there is a major purpose to compare them between time and place. Therefore, this paper will first elaborate on explanations for political institutions and through that process come up with a working definition. Furthermore, it will explain why political institutions play such a major role in our society, and lastly it will argue for why we should compare these institutions. There are countless definitions of political institutions making the term somewhat vague (Klingemann & Goodin, 1996; Peters & Pierre, 1998). It refers not only to formal political organizations such as political parties and parliament, but also to informal constraints such as customs, ideals, guidelines and actions (Peters & Pierre, 1998; North 1990). In addition, Wiens (2012) emphasizes that these formal and informal rules establish and stabilize roles. Moreover, although there is no consensus amongst theorists of what makes an institution political (Garret & Lange, 1995), Max Weber (cited in Gerth & Mills, 1946) and Moe (2005) argue that an institution is political if it influences the distribution of power. As a result, for the purpose of this essay I will combine these scholars’ explanations to create a working definition. Political institutions are sets of formal and informal rules that influence the distribution of power, create roles and by combinations of standards, ethics, instructions and procedures stabilize interaction for occupants of those roles (Wiens, 2012; Peters & Pierre, 1998; North, 1990; Gerth & Mills, 1946; Hall, 1986). Thus for being so ubiquitous, political institutions have profound ramifications for politics and for society at large. Political institutions have been developed by human beings throughout history to generate order and diminish insecurity (North, 1991) One of the main explanations to why they create order is because by influencing the way entities interact in politics, these political institutions significantly affect the potentials for individuals and groups to resolve collective problems and identify shared interest (Weir, 1992; Moe, 2005; Johnson, 2001). One apparent example is how parties create political alliances and in some cases governmental coalitions. Therefore, political institutions are vital as they stabilize and structure interactions (Hall 1986; Przeworski, 2004), and by being forces of stability also offer predictability (Hague & Harrop, 2010). Furthermore, Moe (2005) claims that political institutions essentially exist and are significant because they make people better off. Whereas North (1981; 1990) and Minier (2001) do not fully share this opinion and rather contend that in order to benefit everyone in society and also for the economy to grow rulers have to adopt the correct political institutions. Thus, in order to find what the â€Å"correct† political institutions might be, there is an intrinsic motivation to compare these between time and place. To be able to comprehend the bigger picture of political power it is crucial to understand how political institutions work and in order to develop deeper knowledge about those it is vital to compare them (Beck et al, 2001). Moreover, without comparing there is not much to acquire from a mere description (Pennings, Keman & Kleinnijenhuis, 2005). In other words, returning back to North’s argument, one can hardly know which political institutions that are â€Å"correct† in bringing benefits to everyone by merely observing just one institution. Therefore, a vital reason to compare is to look for useful ideas and to see which political institutions might be good and bad at achieving specific political goals and see if these various institutions can survive in different political settings (Przeworski, 2004; Nikandrov, 1989). In addition, by seeing similarity in difference and difference in similarity and linking ideas and theory to evidence we can gain greater insight and be more aware of alternatives (Friedman, 2011). However, some scholars point to the dangers of comparison (see Faure, 1994; Radhakrishnan, 2009) and it is important to acknowledge those risks. Nevertheless, as Friedman (2011) explains: â€Å"For all the problems and dangers of comparison, in the end it is worse not to compare than to compare† (p. 756). To summarize, first of all political institutions are sets of formal and informal rules that have since the early ages of man stabilized and shaped interactions and outcomes by establishing roles and affecting power relations. Secondly, political institutions are important because they structure individuals and groups to overcome self-interest and rather cooperate for mutual gain. Furthermore, they create order and by offering predictability they reduce insecurity. In addition, arguably, political institutions can benefit everyone in the society and support in economic growth. Thirdly, we should compare political institutions to learn about valuable ideas, be mindful about possibilities and to see how similar and different institutions functions in various contexts. Lastly, we should compare to get a wider and enhanced understanding of how political institutions function and thus also enables us to further comprehend the mechanics of political power. High concentration on low value-added products, strong dependence on imported textiles and high regional concentration of exports characterize Bangladesh’s RMG sector. The main policy framework is given by the WTO’s Agreement on Textiles and Clothing (ATC) which follows the former Multifibre Arrangement (MFA). By 2005, the sector is to be fully integrated into GATT rules and existing quotas currently hampering trade will come to an end. Thus, it can be expected that worldwide trade in textile and clothing will expand and that production in now discriminated regions will increase. However, existing import tariffs for textiles, strongly supported by local textile producers, hinder the current RMG production in Bangladesh. In this paper we will discuss how future policy developments may affect the RMG sector of Bangladesh. For the analysis we used the comparative static general equilibrium model GTAP. In this model quotas resulting from the MFA agreement are included as export tax equivalents. Compared to China and India, Bangladesh has less restricted access to the most important markets the EU and USA. The experiments simulate a full phase-out of the MFA quotas, as well as a reduction of import tariffs in the textile and clothing sector. First results indicate an increase in RMG production in Bangladesh, but compared to China and particularly India growth rates are quite modest. It is shown that the effects resulting from textiles imports tariff reduction in Bangladesh itself are stronger than the MFA phase out. This demonstrates the importance of the existing tariff regime for textiles. Furthermore it can be shown that RMG imports from Bangladesh to NAFTA are reduced while China and especially India significantly expands their exports to this region. Although Bangladesh can augment its RMG exports on the second large market, the EU, again it looses in competitiveness against China and India. INTRODUCTION The export oriented readymade garment (RMG) industry of Bangladesh has experienced an extraordinary evolution: having started with 9 enterprises in the late seventies, the number has now grown to over 3000. This trend was accompanied by a tremendous rise in the export share from 0. 2% in 1980 to over 80% in 1998 (WTO, 2002 and figure 1). With a value of about 4 billion US$, the RMG industry has clearly become the dominant source for Bangladesh’s export earnings. However, Bangladesh’s RMG sector is characterized by some unfavourable circumstances: the sector highly depends on imported fabrics. In 115 out of 127 categories of fabrics the share of imports exceeds 70% (CPD, 1999). Figure 1 shows that over the years about half the export earnings were spent on textile imports. Since natural conditions in Bangladesh hardly allow for a huge expansion of cotton production, this problem will continue in the future. Additionally, the added value in the apparel sector is quite low. The sourcing of textiles for the Bangladesh RMG industry has changed dramatically over the last 20 years, as can be seen from figure 2. In the 1980s, the dominant suppliers were the high-income Asian countries, led by Japan with an import share of more than 40%, and followed by Korea with a share of about 10%. Until the mid 1990s, Korea had taken over the position of Japan as the leading source for textile imports, with a share of around 30%. Since then, India has expanded its textile imports into Bangladesh, and more recently China has started to assume an increasing importance. Bangladesh’s RMG sector is concentrated both in regards to export products and export markets: the concentration of products is much higher than for India and China, two important competitors on international markets, while 90% of Bangladesh RMG exports are going to two markets, the EU and the USA (see figure 3). The main policy framework is given by the WTO’s Agreement on Textiles and Clothing (ATC) which follows the former Multifibre Arrangement (MFA). By 2005, the sector is to be fully integrated into GATT rules and existing quotas currently hampering trade will come to an end. Bangladesh faces quota in two markets, the USA and Canada. Due to the Generalised System of Preference (GPS) the important EU market provides no quota restrictions for Bangladesh’s textile and clothing products. With respect to other competitors on this market like India and Sri Lanka this presents a comparative advantage. Nevertheless, some restrictions resulting from the Rules of Origin also apply for imports from Bangladesh. In the near future, the EU market for textile and clothing will not only be affected by changes in the ATC agreement, but by bilateral agreements connected to further enlargement processes of the EU as well as developments with regard to the EU? s specific regional preferences. This will particularly influence the market access of the Central and Eastern European countries and Turkey. In general, the abolition of textiles and clothing quotas will initiate an expanded worldwide trade and production in now discriminated regions. This of course will lead to country specific effects depending on regional idiosyncrasies. Concerning Bangladesh existing import tariffs for textiles, strongly supported by local textile producers, hinder the current RMG production in Bangladesh. In the recent past the pure existence as well as the rate of these tariffs has been under heavy discussion in Bangladesh (e. g. The Independent, 2002). Therefore, we will discuss how different future policy developments may affect the RMG sector of Bangladesh. This includes the changes in the global ATC agreement, further developments on the huge import market EU as well as changes in the national tariff regime of Bangladesh. DATA and SIMULATIONS The analysis was done using the comparative static general equilibrium model GTAP. Since the GTAP framework is well known and documented (see Hertel, 1997 and http://www. gtap. agecon. purdue. edu), we will not elaborate on its theoretical background here. However, it is important to note that import barriers resulting from the ATC agreement are calculated into tariff equivalents (see Francois & Spinanger, 2002 and table 2). For the experiments the GTAP database version 5. 1 was used, which contains 66 countries and 57 sectors. The selected aggregation can be obtained from 1. The effects of this constraint can be measured in terms of an implicit export tax or tariff equivalent of the quota rent. Table 2 presents such estimates (from the GTAP v5_1 database) for the wearing apparel industry. [1] The table indicates that the Multi-Fibre-Agreement for wearing apparel is less restrictive for Bangladesh than it is for its main competitors China and India. The tariff equivalents described here result from the estimation of rents and thus include not only direct but also indirect effects originating from the ATC agreement. The estimated value of the export tax equivalent for Bangladesh is 190 million US$ in 1997, which amounts to 8% of the domestic value of total RMG exports. Exports to the North American markets from China and India apparently face higher quota restrictions, as the estimated ad-valorem tariff equivalent of the quota shows. For example, Indian exports to the USA would be more than 50% cheaper without the quota. The current RMG production in Bangladesh is affected not only by export measures but also by existing import tariffs. Although the country has xperienced some liberalization in the recent past, tariffs for intermediate inputs and especially textiles are high compared to other products entering Bangladesh (see table 3). In international comparison Bangladesh levies relatively high import taxes on its textile impor ts (table 4). Tariffs of more than 30% of the import value are not uncommon. On (trade-weighted) average, textile imports into Bangladesh face a tariff equivalent of 29%, which is three times as high as the world average. According to the GTAP database, the tariffs on textiles have contributed approximately 420 million US$ to tax revenues in Bangladesh. Since the RMG sector of Bangladesh is restricted on the export side as well as on the imports the simulations analyzed in this paper include two experiments. Experiment 1 (EXP 1) focuses on the export market. It simulates firstly a complete phase-out of the ATC agreement and secondly specific relevant developments on the EU market such as the Eastern Enlargement and a preferential agreement with Turkey. Experiment 2 (EXP 2) additionally describes a reduction of import tariffs in the textile sector of Bangladesh by 20%. RESULTS Experiment 1: ABOLITION OF MFA QUOTAS What can be expected for Bangladesh if all quota restrictions on textiles and garments trade are abolished by December 31st, 2004, as foreseen in the ATC? The main competitors of Bangladesh’s RMG sector, located in India and China, are relatively more restricted by the ATC agreement than Bangladesh’s producers. On the North American markets, Mexico and Central American countries have increased their market positions over Bangladesh as a result of closer regional integration in the Americas. On the European markets, exports from Turkey and Central and Eastern European countries are competing with exports from Bangladesh. The Eastern enlargement and trade preferences for Turkey imply that the GSP (and Everything but Arms, EBA) preferences supporting Bangladesh on the EU market are losing their importance. In order to capture the latter issue we incorporated the enlargement of the EU as well as zero-tariff access to the EU for Turkish producers in our simulation. Obviously, the highly quota constrained exporters from India and China are able to dramatically expand their exports. In the case of China, the model predicts a 60% increase in export volumes. However, exporters now face a price that is on average 11% lower. [2] For India the picture is even more impressive, as exports are simulated to expand by more than 260%, albeit at 20% lower prices. Bangladesh is simulated to maintain its export volumes, but would face a 7% lower price. Columns (3) and (4) in the table compare current world market shares in RMG with post-MFA shares. Clearly, China and India are increasing their world market shares. Obviously, Bangladesh is losing ground in North American markets, where China and India are out-competing all other suppliers, including Mexico and Central America. Only on the European market does Bangladesh have positive growth rates. The granting of preferences to suppliers from CEEC countries and from Turkey enables those regions to double their sales volumes to the EU, which leads to a diversion of imports from all other sources. Experiment 2: LOWER TEXTILE TARIFFS IN BANGLADESH. The phase-out of the MFA is an external event that Bangladesh producers and policymakers will have to deal with in some way, but on which they have little influence. In contrast, there are also a number of national policy instruments available that Bangladesh could use to further its RMG industry. One of these instruments is the lowering of import taxes on textiles. It has been seen in section 2 that import barriers on textiles – a vital input in RMG – are relatively high in Bangladesh. The tariffs lead to an average increase of the price of imported textiles by about 30%. Clearly, a lower tariff would reduce the cost of imported textiles to the Bangladesh RMG industry, and this will decrease production costs in the RMG sector. Table 7 reports the effects on RMG and textiles output in case of a unilateral 20% lowering of all import tariffs on textiles (i. e. rom average 29% to average 23%, but with variation according to source region). In fact, the 20% tariff cut results in a simulated RMG output growth of more than 7%. Not surprisingly, this output effect turns out to be mainly export driven. The lower price for imported textiles in the wake of the tariff reduction drives down the price for textiles that the RMG industry in Bangladesh uses. Table 8 summarizes the important effects. The 4. 5% lower price for imported textiles is combined with a very slight drop of domestic textile prices to yield a drop of the composite textiles price by -1. 5%. Given the large 70% cost share of textiles in RMG production, the supply price of RMG products can drop by -0. 9%. This drop is sufficient to lead importers to substitute towards Bangladesh RMG products. The GTAP model has an Armington import structure with an elasticity of substitution between domestic and foreign RMG varieties equal to 8. for all importers such that the substitution effect alone results in an almost 8% rise of Bangladesh RMG exports. Since Bangladesh is a small player on global RMG markets (market share around 1%), global import levels are not affected by Bangladesh’s cheaper supplies. The conclusion from this exercise is that lowering tariffs on textile imports does indeed boost the competitiveness of the Bangladesh RMG industry. At the same time, the domestic textiles industry experiences some competition from abroad, resulting in lower domestic textile prices and a slight drop in output, but this is more than compensated by increased export earnings in the RMG industry. Figure 4: Welfare effects (equivalent variation, million 1997 US$) [pic] The equivalent variation welfare indicator in Figure 4 provides a summary of effects on the total economy. According to this welfare measure, the main beneficiary of the MFA phase-out is the USA. The importing regions Canada and the EU also benefit, as do India, China and Central and Eastern Europe and Turkey. The latter two regions mainly due to the EU-preference effect. This picture makes clear why not all countries always support the abolition of the MFA. For Bangladesh a slight negative welfare effect of the MFA phase can be observed. The unilateral reduction of textiles tariffs somewhat improves this outcome, but is insufficient to tip the balance. The terms of trade for Bangladesh – and indeed for all the quota-restricted exporters – are negatively affected as world prices for garments drop. In contrast to, for example, India, the terms-of trade loss is not compensated by allocative gains in Bangladesh. Closer inspection of the underlying data shows that the negative allocative result in the MFA phase-out scenario is mainly due to the expansion of the domestic textiles industry which is currently subsidized. Expansion of a subsidized activity receives a negative welfare evaluation, because it pulls resources into an activity that could be more effectively used elsewhere in the economy. With lower textiles tariffs, the domestic textiles industry shrinks somewhat and the negative allocative effect is turned in to an allocative gain, as less subsidization is required. CONCLUSIONS The phase out of the MFA changes global patterns of trade. India and China are the biggest winners in terms of output and export growth. In terms of welfare, the importing countries gain most, as the import prices drop. At the same time, this means terms of trade loss for exporters. Bangladesh can only mildly benefit from the MFA phase-out, and loses ground on North American markets. Since the EU grants preferences to CEECs and Turkey, Bangladesh exporters face increasing competition on the EU market. On balance output volumes are expected to be unchanged from Bangladesh, implying a drop in market share in the expanding RMG market. A counteracting policy option for Bangladesh is the unilateral lowering of import tariffs on textiles. This reduces costs to the RMG industry and improves exports through lower supply prices.
